Robert jones blood was Traced from the SD to the Alley Behind the Fishing Store, and the alley behind the Bank. Nothing was found on the Two Scenes except the Trace of Blood

Blood from the house Basement was Traced to the Alley beside the Bank, Nothing else was found at the scene.

We Traced the Possible Locations of the Gun Ammo, With Luck we found them deep in the sea. We Logged them into the system and discovered they Belonged to Mathew Zabela.

Looked into the Data of Mathew Zabela, and found he was Killed a Week ago, with the same Metal Rod Through his head, We Presume it is a look Alike of the murderer.

Checked the CCTV Of the gas station and found a Sadler driving to the SD With a man in a Trenchcoat, baggy Pants, and combat shoes drop of a Body.

Checked the SD CCTV and found the Murderer has Long hair similiar to that of a Womens, Long Brown hair.

Checked the Murder Site of Mathew Zabela and found a Man with the same description of the CCTV from the Gas Station.

The murderer is Presumed to be from Europe, as his Weapon registry came from there, and his passport registered him there.

The killer is not to be underestimated, this individual is sophisticated and uses precise methods.
His killings always have a common bond which is the blindfolded eyes a reference to the statue and symbol of "Lady Justice" and a metal rod inserted through the earholes as a gruesome way of punishment.

Due the lady justice it is safe to assume that the killer is motivated by past tragedy happened to a female relative... or by a still alive female individual.. as they say "cherchez la femme"

The suspect is quite an intelligent individual who knows what to do, and how to cover his track.

Interesting fact is that so far he never always killed people with criminal background.
Or he is quite a detective himself or he is a part of some group from where he can get peoples background easly.

He is a vigilante so threatening an innocent is not an option, we could use up this feat of his for our advantage.

So far the most reasonable thing to do is to keep under heavy surveillance every individual who has a known criminal past and look out for any suspiciousness.

PS: The suspect is also comfortable in the countryside which can lead to assume that he is a local.

The killer initially began with three targets: Robert Jones, Matt Mercer, and Kira Tsujimura.

Matt Mercer was found in the alleyway behind the fishing store at Palomino Creek, after close inspection of the crime scene it was revealed that Matt was shot while he was on the rooftop, he then proceeded to fall onto the ground below. Inspection of the body shows trauma resembling that of two shotgun shells being discharged at him. One from in front, and one from behind. His body was the first to be discovered by myself, and showed signs of tampering. The victim had a blindfold placed over his eyes and a metal rod rammed through the side of his cranium via the ear. There were no signs of struggle which indicates this was done post-mortem. The two gunshots indicates that there are two killers at large, which will be elaborated on further in my report.

Kira Tsujimura was driving the bus when he was murdered. The killer must have gotten on the bus with the weapon concealed, providing proof that the killer does indeed wear a trenchcoat (As this is one of the only potential methods the killer could hide a firearm of that size) After inspecting the road, I have reason to believe that the victim was shot while driving past the burnt out building in Montgomery, which caused him to lose control and crash into the warehouse. It is unknown how the killer managed to maintain his composure during the crash, but it can be assumed that he planned for the crash. After running a background check on Tsujimura, it was discovered that his bus route took him through Palomino Creek: The location of the first victim. This indicates the killer chooses his victims from there. Kiras body was mutilated in the same fashion as Mercer: An iron bar rammed through his cranium and a blindfold placed over his eyes. This body wasn't directly picked up by the SD, it was in fact picked up by some federal agents, however apon questioning they refused to give us information.

Robert Jones' corpse was found on the steps of the Sherrif Department by Officer Walker, who then proceeded to inform us that his body was mutilated in the same fashion as the two previous victims, however this victim came with a note saying "Thought i'd give you fellas a gift" which indicates the killer intends to toy with the SD. Robert Jones wasn't killed on the steps of the SD however, as myself and Officer Nero discovered his car abandoned outside the bank. There was a pool of blood outside his car which indicates he was killed where he stood and then dragged into a vehicle.

At this point myself and Officer Nero began theorising. I told Nero to find a connection between the victims, and discovered that each of them had a criminal record, which hinted towards the thought of a vigilante. I theorised that the iron bar symbolised law and punishment, however I was stuck on what the blindfold meant. I told Nero to search for blindfolds in relation to law, however it yielded few relevant results. Nero decided to search for "Justice and blindfolds" which gave us the result of "Lady Justice" the famous statue that resembles law and punishment. This drew us to the conclusion that the killer was infact a vigilante.

At this point we called it apon ourselves to begin a search of the town and local area. Most of the Officers searched Palomino Creek in hope of finding clues, whereas myself and Nicolas Calevra searched the cabins in the local area. I came across the cabin on Fern Ridge and went to search it, only to discover it was owned by one of the Federal agents named Tanya Smith, who refused to give me entry unless I had a warrant. I came back moments later with a warrant for her arrest due to vandalism of SD property. I searched the cabin, and came across a locked door in the basement, I promptly kicked it open and discovered a nest of evidence. Pictures of the victims, biblical extracts, newspaper clippings of many famous serial killers (Including the Palomino Lyncher- One of PC's very own serial killers) and the ramblings of a mad person lead me to believe that Tanya Smith was the killer. She was apprehended and questioned, however she claimed that the basement had been locked since she bought it, and didn't have access to the key. New evidence came to light that showed CCTV footage of the killer dumping the body on the steps of the SD, and the physique didn't match that of Tanya Smith's. She was released shortly after, but pinned as a potential suspect.

Three graves were uncovered up at the cabin on Fern Ridge, however they had obviously been there a while due to the fact they were now skeletal, and no flesh was visible. They were executed in the same manner, as identical markings and blindfolds could be seen on each of the bodies. This signifies that the killer is in fact local, and has been in the area for quite some time.

A couple of days later the killer struck again. He killed three people inside the hospital itself. I was informed of this and was the first to arrive at the scene, discovering the bodies of Bishop Bourne, Cora Noble, and Marcus Keaton. Bishop and Cora had been mutilated as the other bodies and was killed with the same signature shotgun wound. Marcus Keaton however was killed with a 9mm pistol, and wasn't mutilated, which suggests that he was innocent, however the killer couldn't leave any witnesses so he had to die. The quick succession of the deaths indicated that the killer had to have had an accomplice due to the fact two types of ammunition was used. I recovered one of the blindfolds and metal rods and ran some analysises. Skin cells were discovered on the metal rod that matched that of Nicolas Calevra. At first I was confused and thought he arrived at the scene before me, but after checking the CCTV it clearly showed two people entering the Operating Room with firearms, one of those people was Nicolas Calevra. After learning of this I issued a BOLO for Nicolas and headed back to Fern Ridge to search the cabin.

The pictures in the basement had been updated with the pictures of Cora Noble and Bishop Bourne (It should be noted the pictures have all been crossed out). An M4 Carbine had been discovered in the building, which was confiscated. I searched the exterior of the cabin and discovered another grave, which I then dug up. The grave revealed the body of Yuudai Tanaka, the old Federal Director who mysteriously disappeared, his cause of death is unknown as there were no signs of blunt trauma or gunshot wounds, poison seems like the only possible theory. Tanakas body hadn't been mutilated like the others, but I think that's because he was the embodiment of law himself. After researching into Tanaka I discovered that he in fact owned the cabin on the hill, and was around during the time of the killings. The killings continued 1 month after his disappearance. I personally think that Yuudai is the Palomino Lyncher, however I have no proof to support this allegation. I also think that the current killer was the apprentice of Tanaka, and was learning the ways from him. This can be supported by the three dead bodies on Fern Ridge. The decomposition indicates that they have been there around the time of Tanaka.

I turned my attention to the M4 Carbine, and tried to find out if anybody purchased one recently. I asked the gunstore owner in Blueberry, however nobody had bought one recently. I inquired about the shooting range, and the owner said that not many people frequented it, however one of the regulars was called "Mr. Smith" who last went there three months ago. Mr. Smith was practicing with all kinds of weaponry including shotguns. I have a feeling this may be the killer we are looking for, however no description could be given, other than the fact he was caucasian.

After further investigation it appears Nick was framed. This was due to the way Nick made an example of how easily DNA can be transferred. He lacked motive to do the killings and his personality doesnt fit the profile we've built up. As such, all evidence in relation to this case is to be taken with a dose of salt, everything is now suspect.
The quite possible framing of Calvera was no coincidence clearly, and the killer may be trying to cover his tracks by using others as scapegoats.
In response all SD members will be be treated with a certain degree of..Flexibility when any evidence comes to light against them regarding this case.
