The first impact already broke fibers, so the second impact has less vest to pierce before hitting person.

Thats basically saying, you hit the first time and the fibres break, THEN you can stab a second time at the same point because their is LESS Vest to pierce. So upon stabbing the second time you can Hit the Person wearing the Kevlar.
