Why don't we leave the SD chain of command to the SD to change. Caleb has been online quite a bit lately and in my opinion, if he thinks Terry should keep his position, then tough titty for the rest of you.

I'd suggest another system, you can't expect the chief to be active 24/7 the whole year.
So to make the chances high for someone to control the PD, the co-chief should have similar authorities and privileges as the chief, making decisions while the chief is away in both IG and forums.

Chief -> Sheriff
PD -> SD -> Sheriff Department
