Umm SO pretty much it would be a more scaaary mood if:

The weather would be foggy

and

The time should be like midnight always, would be awesome.

Hmm... As I posted that I was thinking about it cant be always midnight, just then put foggy weather as it suits kinda the RP Better because we are not like other -normal- rp servers >

Still no. Red County ain't a swamp so it's foggy all of the time. Weather changes IRL, so does in IC.
