*After Lucian received the blades he asked for,he ordered a sample of Black Mamba's(Dendroaspsis polylepis) venom under the fake alibi of using it in the purpose of science. Instead,he took the venom,and after putting on his hands thick leather gloves,he bathed the blade's edges in it. He named the blades Gladius Venenum ,which means venom sword in latin. Anyone who gets cut by the blade will feel a pin and needles sensation in the place he got cut,and the venom spreading trough his body quickly,his whole body will be paralised withing 2-5 minutes. It usually results in no-pain but paralisis. After a while the victim will experience abdominal and chest pain,and other side effects as : Drownsiness,drooping eyelids,paralysis of neck muscles,lose of muscle coordination,his speech will become affected,nausea and vomiting,difficulty speaking,increased salivation and sweating,mydriasis,hallucination and confusion,tachycardia(increased heart rate) or brachycardia(decreased heart rate),flaccid paralyses,respiratory distress,restlessnes,coma and finally death. It's victims die within 5-15 hours ,meanwhile experiences the sympthoms mentioned above.*

What credentials, identification, and references did he offer? It's not just an online purchase form that asks "Why are you using this?: [] Home, [] Business, []Recreation, [X]Science." If you're getting a lethal and highly illegal venom in the mail, you better be working for some top notch scientific institution and pass a nice, meaty background check. And in the state of California (San Andreas), it would be sent first to the government where they would get to check you out again.

As for the weapons- it's illegal in California (San Andreas) to carry weapons in public- even swords. Just reminding you that if you carry around your super-awesome poisonous swords in public, a police officer has all the right to stop you, arrest you, confiscate it, and then get you a nice, juicy court sentence with a potential massive sentence for carrying a poisoned weapon in public (laced with an illegal poison obtained through a false alibi and no scientific credentials).
