What He/She Has Done: Well, I RPK'ed her and she was in my car OOC'ly and Devon was RP'ly seating in it. So she heard our conversation of me killing the witnesses, and then she starts PM'ing people that "Watch Out Suzzie Is gonna kill you". She's telling me that she will Crash my car too and then go say "Joking LOLOLOLOLOL" .

What Kelly told you OOCly looks more like trolling or joking.

If she didn't crashed your car/killed you or anything in the end that means she haven't Revenge Killed you and therefore broke any rules.

But if she OOCly said that she'll kill you RPly to multiple persons that's basically some sort of Metagame.
