New Rule: No Robbing in Public

robbing in cities is alllowed when it's Night.

Well Palomino, Montgomery and the other places the main RP happens is in the country, not many people live there and there are certain parts of the town that might be deserted during the day, so it depends where you try to rob the person. eg. At the bank is Non RP but it all depends where you do it.
