At the moment; No one fears for robbing/killing.. Even they get caught its only 5-10 minutes or something.
What if we raise the time to one hour, two hours. Everyone will fear of robbing and killing. No one will provoke the cops anymore. They even will fear of starting a street fight.

That is where your wrong. People actually PG in order to go to A-Jail.

SD Jail = Time with $ fine.
A-Jail = Just time.

In my opinion, the crime rate has dropped dramatically from what it was before. Before I robbed the bank, killed 2 FBI's single handedly, KIdnapping, torture, etc... And now I don't do much. Specially that the gangsters are all inactive and all ]This is what Ive seen in my time zone]

I have already up'ed the time from 5min per offense to 10min but we can go higher if thats what people want how about 20 min per offence?
