Well, my suggestion is to deal with the factions, like - the Inquisition, find an other Prince, some members - And the Lasombra Clan, I haven't seen any members online lately...
And I was thinking about making an official street gang, to get some jobs for the cops and the medics.

The Inq. is active but only 2 members is active a week but they must 1st make a faction before making it official
